Bangladesh a third world county of the world. Its densely populated compared to the geographic land . When the area includes 144570 Squire kilometers the population is about 17 crore. As the population is increasing day by day the number of cultivable land is decreasing., food production is also in a deducting process. Further here has added the problem of acute unemployment. Finally all these creates a massive problem called POVERTY.
Now it’s the session for learning what is poverty? Poverty is the state where people is unable to live a life of social desirable with basic human rights. In Bangladesh the person whose yearly income is less than $570 is called poor. Its matter of great concern that the number of these people are alarming. But no country can expect development remaining these huge people along with poverty.
Huge population is curse but it can be turned into manpower also and can contribute to the development of the country. Now the question is how this can be done ? Here is a system for the alleviation of poverty called SAPAP.

About SAPAP:
1. SAPAP stands for Shamim’s Alleviation Program Against Poverty.
2.Motto is: Only rural development ensures overall country development.
2. Goal is to alleviate poverty and full employment for all.
3. In this system total focus will be based on diversification system from division to country level.
4. Will fully be governed by the central government.
5. A total combination of skill and spirit .
6. Vocal point is involvement of young generation in the total process along with use the experienced retired persons knowledge in the field.
7. Totally making a new generation for this field and make a revolution.
8. Make the country agriculture based with digitized technology.

Levels existing in SAPAP :
1. Central level: Will exist one Central Program Personnel(CPP) in each division along with two team comprising total 10 member. CPP will be nominated by the government but will be non-political retired person. There might be at least 1 fresh graduate in the team who is willing to involve in the program. The appointment will be on two yeas term.
2. Division level: Be called as DPP. Must be hold liable to the CPP. In every division there might be one DPP who will monitor the district level with the arrangement of a committee.
3 .District level: There might me a DCP who monitor the thana level.
4. Thana level: Thana level includes a TPP and a 5 members committee. They will monitor as well as supervise the union level.
5 .Union level: In every union there will be one UPP and 2 associates. Every union will be two parted and they will monitor the two parts of every union.
6. Village level: Maximum 20 unemployed but energetic persons will be selected from every village and they will be nursed by the associates of UPP.

Criteria for selection:
1. At UPP level the personnel will be appointed from the teachers or socially acceptable persons.
2.In every level there might be a committee of fresh graduate they will monitor the program implementation.
3.In every level there might be liability to the superior.
4. Can be promoted or appointed for longer period on the basis of performance.
5. Appointment will be non-political
6.To implement the program teachers, youth with indomitable spirit, university graduate and socially accepted persons will be given preferance.
7.From TPP level there will be no salary rather profit sharing basis. While appointing this might be mentioned

Remuneration and profit:
1. Upto DCP fixed salary will be provide
2. From thana level to union the appointment will be on profit sharing basis. Profit sharing ratio will be 30:60
3. Every committee member will get 1o% of the total profit and UPP level will get 20% and TPP level will get 10%.

Consideration:
1.The fund will be invested mainly on agricultural sector.
2. The region producing which agriculture products mostly will be priotarized to invest in tat sector.
3. Country level investment will be consiered first .
Fund distribution:Funds will not be distributed in cash. Rather the monitoring committee along with the selected unemployed persons will purchase the necessary articles . Every pricing copy will be provided to the superior level from both committee and UPP level.

Achievements will be:
1. Employment for all within next 10 years.
2.Alleviation of poverty from th ecountry within 10 years.
3. Increase the production level and contribute to the solution of food crisis problem.
4. Will contribute to the GDP.
5. Will lessen the price hike.
6. Develop the standard of living
7.Develop the economic condition of the country.
8.Young generation will be knowledgeable about the sector to build up a new generation about this.
9. Foreigners will be interested in investing in our country.
10. If there is employment for all there will be drastical reduction in crime.


Problems in the implementation of SAPAP:

1.Totally non-political appointment may not be possible.
2. Parliament may not pass the project as there will be no income for MPS & Ministers.
3. People may not willing to work on profit loss sharing basis.
4. When there will be no political figures or representatives in the program they might try to disrupt in the implementation of the projects.

If this system is followed in any country of the world then its possible to ensure full employment for all. This will ultimately result in the end of poverty.
